LDP System Concept (Back)
In its solicitation’s Work Statement, the US Army Corps
of Engineers, Springfield District (USACE), clearly identified
its objectives in providing a Leadership Development Program
(LDP) for its current and future leaders. USACE’s broad
objective is to systematically develop – at personal,
interpersonal and organizational levels – the leadership
skills of present and potential team leaders and first-time
supervisors through a flexible, part-time, multi-faceted
program that will continuously involve participants from
one presentation to the next. More specifically, USACE
requires instruction in contemporary leadership and management
development including, e.g., people skills, leadership
traits, employee motivation, project management, supervisory
accountability, prioritization and managing change.
USACE also requires inclusion of 3-hour segments in which
its own personnel will participate in the presentation
of material involving financial and human resource management
Instruction should involve opportunities for small groups
to fully participate in team projects on jointly developed
goals, as well as workshops that will allow application
of learned material.
In addition to these learning objectives, USACE requires
that a sole Program Administrator (PA) from the contractor’s
staff monitor and administer the LDP. With the goal of
helping participants effectively learn from their strengths,
overcome their weaknesses and recognize their blind spots,
the PA is to provide participants with meaningful feedback
through confidential counseling sessions.
USACE requires written evaluations of the effectiveness
of LDP components and activities. Upon the program’s conclusion,
the PA is to provide each participant with an appropriate
certificate of completion.
Finally, USACE requires that the PA provide the Springfield
District Senior Leaders Conference with written evaluations
of effectiveness of LDP components and activities along
with recommendations for changes and improvements.
B. Proposal Overview

With USACE’s objectives and other requirements in mind,
the contractor proposes to develop and conduct a customized,
intensive 10-day leadership development program for 30-45
targeted USACE personnel. The LDP will consist of three
multiple-day, objective-driven components separated by
no more than 2-week intervals. The length and scheduling
of the program components represents the minimum amount
of time and optimal allocation of resources necessary
to cover the topics adequately and effectively. Each component
is organized in a logical sequence that builds upon the
preceding component’s learning. Three half-day segments
will be provided at appropriate times for USACE’s presentation
of material involving financial and human resource management.
The contractor strongly believes that effective communication
is the basis for the people skills that underlie all successful
human interactions. Accordingly, it proposes to commence
the LDP with a 3-day component on communication-based
people skills that will form a solid foundation for subsequent
training components. Given that the audience will be composed
of participants from diverse disciplines, the contractor
